Overview

The position supports the Chief Executive Officer, Executive Leadership Team, and Port Commission with the financial strategies and resources necessary to achieve the Port's mission and objectives. The position represents the highest level of financial leadership at the Port overseeing all financial management activities and serving a critical fiduciary role in safeguarding public funds as well as ensuring responsible, prudent, and effective management of internal resources and assets. The position also provides executive leadership over Risk Management.

Responsibilities

Essential Responsibilities

  1. Port-wide Executive Leadership - Participate as a member of the Port's Executive team supporting the overall management of the Port and the formulation and adoption of Port wide goals, objectives, strategies, policies, and procedures. Provide leadership and oversight over the development and implementation of effective accounting policies, controls, processes, and procedures to ensure the recording and reporting of complete timely and accurate financial information for use by internal and external stakeholders. Monitor and evaluate industry trends and externalities that may impact Port business lines and keep apprised of emerging technologies, such as Artificial Intelligence and digital transformation, in order to assess new opportunities and risks. Provide leadership on Port projects and initiatives including special projects, and executive sponsorship on Port wide teams and boards.

  2. Oversee the planning, preparation, review, and presentation of the Port’s annual budget. The budget includes sources of revenues and planned expenditures including major capital projects. Recommend budget strategies, targets and policies. Oversees the execution of the Port’s annual budget; direct the ongoing performance reporting process to ensure effective monitoring of financial and operational performance by Commission and staff during the year. Make timely recommendations for corrective action as needed, if revenues or expenses become misaligned with budgets.

  3. Department Leadership - Oversight and accountability of multiple functional departments to assure matrixed day-to-day business effectiveness across the organization. Provide leadership and direction to a diverse group of department directors and managers, including coaching, mentoring, performance and development planning, feedback, and performance evaluation. Provide direction on integrating individual departments' work with other departments and aligning work with overall Port strategies and goals.

  4. Direct long-term financial planning capacity analysis and development of strategic funding plans in support of the Port's five-year and ten-year capital investment programs.

  5. Serve as appointed Port Treasurer and provide leadership and oversight over the Port’s treasury function including banking activities and management of the Port’s pooled investment portfolio.

  6. Provide leadership over the Risk Management function to ensure the design and implementation of effective and cost-efficient insurance, risk mitigation, claims management, and support Enterprise Risk Management initiatives.

  7. Oversee advanced capital financing activities, including financing strategies, bond issuance process, rating agency relationships, investor communications, legal compliance, and ongoing management of debt portfolio over $3 billion.

Qualifications

Qualifications

  1. Advanced knowledge of corporate finance and general management concepts, practices, and principles and their application in large, complex organizations. Understanding and experience with Public/Private financing arrangements and partnerships.

  2. Knowledge of generally accepted accounting principles and their application in both a business and governmental setting.

  3. Comprehensive knowledge of enterprise budget development and management practices and municipal debt management, including complex federal regulations affecting tax-exempt debt.

  4. Knowledge of treasury and investment management principles and practices, and risk management principles and practices and their application in a large enterprise.

  5. Knowledge and understanding of the unique attributes of public sector organizations and dynamics.

Skills

  1. Highly developed leadership skills necessary to lead a large and diverse group of employees, including those required to provide direction and guidance to directors and managers at a variety of levels whose departments vary in size and subject matter. Strong personal values, including ethics and integrity in alignment with expectations for public organizations and the effective and transparent stewardship of public funds.

  2. Strong analytical and critical thinking skills. Effective problem solving and decision-making skills. Demonstrated ability to be farsighted and anticipate potential future challenges and opportunities.

  3. Navigate Politics: Experience interacting with political bodies and elected officials and understanding of political dynamics inherent in public organizations. Knowledge and understanding of the unique attributes of public sector organizations and dynamics. Highly effective in working within matrixed organizations and collaborating with diverse business lines, including joint ventures such as the Port’s cargo partnership with the Port of Tacoma through the Northwest Seaport Alliance.

  4. Skilled in the ability to identify and mitigate organizational risks. Familiarity with auditing principles and practices and skilled at working effectively with inside and outside auditors.

  5. Effective communication skills which include the ability to communicate complex topics clearly and effectively across all levels of the organization as well as in a variety of settings. Skilled at interacting with and presenting before public officials in a variety of public and private settings.
