Overview

Under the general direction of the Broward County Aviation Department’s (“BCAD”) Director of Aviation, the Air Service Development position directs the execution of strategic and tactical plans to support and increase passenger air service and air cargo to existing domestic and international markets and attracts prospective new airlines and destinations. The incumbent will provide key leadership for BCAD/FLL by developing and exploring real-time business analytics and consumer data to inform short and long-range air service strategies and strategic initiatives. The incumbent will represent the organization in various local, regional, national, and international meetings, including customer visits to various airline and trade industry offices/conferences while collaborating across boundaries, cultural and political, to build strategic relationships. This position also maintains its annual budget, forecasting funding for incentives, staffing, consultant contracts, advertising, and other program requirements while monitoring expenditures throughout the fiscal year.

Responsibilities

Key job functions include:

  • Manages and executes both long-term and short-term air service development plans.
  • Develops and maintains relationships with airlines, aviation organizations, local businesses/chambers of commerce, and stakeholders, to enhance airport usage, as well as lead business presentations to airline executives and at aviation trade shows. Partners with the BCAD Communications team to create promotional materials for airport services and plans and directs targeted promotional campaigns.
  • Collaborates with the Director of Aviation to strengthen international air service strategies and with business and civic leaders to promote FLL as a destination of choice. Formulates innovative marketing strategies/presentations to retain and attract passenger and cargo services. Establishes annual air service development goals to include diverse marketing and incentive strategies.
  • Conducts research, analyzes and interprets air traffic data, passenger statistics, and market trends to identify potential new routes and opportunities for service expansion. Creates periodic reports from air traffic, passenger, and landed weight data. Prepares presentations, reports, and business cases for airlines and airport stakeholders. Prepares responses to air service information requests from internal and external stakeholders.
  • Conducts comprehensive research on passenger, cargo, and general aviation needs to identify new air service opportunities. Determine the impact of federal, state and local regulations on air passenger and cargo service operations.
  • Manage air service development consultant contracts, assigns work to consultants, and reviews work for accuracy.
  • Develops and implements air service marketing strategies and promotional campaigns. Supports outreach and marketing efforts to educate and influence target audiences.
  • Monitors and sustains awareness of airport’s capacities by tracking airline schedules, fares, capacity, industry developments and master plans. Develops and maintains databases of air service statistics and prepares regular performance reports.
  • Maintains understanding of regulatory policies and issues affecting the airline industry. Provides recommendations on air service development policy and marketing support programs.
  • Performs related work as assigned.

Qualifications

Minimum Education and Experience Requirements:

  • Requires a Bachelor's degree from an accredited college or university with major coursework in Aviation Management, Business, Marketing, Economics or a related field.
  • Requires six (6) years of experience evaluating progressively responsible airline industry trends, economics, and route planning, principles of route service development for passenger services; air carrier operating models, route structures, and alliances; aircraft performance and airport operational capabilities; and air transportation data collection and reporting standards. Position also includes four (4) years of relevant supervisory and administrative experience.

Special Certifications and Licenses

  • Must possess a valid Florida driver's license during employment and maintain authority to drive on County business. Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge and Customs Seal.

Preferred Qualifications:

  • Masters degree from an accredited college or university with major coursework in Aviation Management, Business, Marketing, Economics or a related field.
  • Experience with digital marketing, social media platforms and public presentations.
  • Experience with aviation industry databases and business intelligence software.
  • Proficiency in Microsoft Office suite, specifically Excel and PowerPoint.
