Overview

The Assistant Chief Information Officer (CIO) will report to the Information and Technology Services Department CIO but will support the Aviation Department IT business applications and operations. They should possess leadership, strategic planning, technical competencies, and collaboration experience and be able to utilize technology to increase efficiency, generate revenue, improve customer service and passenger experience. They will oversee the operations of the Aviation Department’s technology environments at Phoenix Sky Harbor, Deer Valley, and Goodyear Airports.

Responsibilities

Responsibilities include:

  • Managing various functions, including Aviation IT project management, business applications, network, GIS, web development, infrastructure and storage, digital services and security. 
  • Overall responsibility for the day-to-day operation and support of mission-critical airport systems including but not limited to common use check-in and boarding, access control, parking, flight information, resource management, automated vehicle identification, surface management, baggage handling, passenger Wi-Fi, public address, CCTV, identity management and badging and more.

The person in this role is an industry thought-leader who can partner with various lines of business and deliver effective IT services and solutions to meet business and operational objectives. The person will implement novel technology solutions and create a culture of innovation at all levels. They will partner closely with internal and external stakeholders to align technology solutions with the airport’s strategic goals.

 

Key responsibilities including but not limited to:

  • Lead the airport’s technology strategy, ensuring alignment with business objectives, regulatory compliance, and operational needs.
  • Ensure IT systems and services are secure, resilient, and highly available (minimum 99.9% uptime) in a 24x7x365 aviation environment.
  • Direct a diverse IT workforce of employees and contract staff and foster a culture of innovation, customer service, and continuous improvement.
  • Serve as a strategic advisor to executive leadership and various airport divisions, on all things technology.
  • Champion digital transformation by executing the Aviation Department’s Digital Strategy.
  • Manage IT capital and operating budgets, vendor contracts, and performance metrics.
  • Represent the airport in industry forums, peer networks, and regulatory discussions related to aviation technology.
  • Lead crisis and continuity planning for IT and digital infrastructure.
  • Ownership for all things related to IT and airport systems

Qualifications

Minimum Qualifications:

  • Bachelor's or Master's degree in computer science, information systems, business administration or related field 
  • Five (5) years of experience in the management and supervision of information processing functions, including applications development, system programming, infrastructure.
  • Five (5) years of experience in managing and supporting airport or airport-related systems and applications.
  • Good understanding of various regulatory requirements including PCI-DSS, TSA Cybersecurity mandates and others.
  • In general, City of Phoenix residency is required within 24 months after the date of hire for newly hired executives.

Preferred Qualifications:

A well-qualified candidate will possess the job requirements listed above, plus experience in:

  • At least ten (10) years of progressive experience in IT and business/industry with at least 5 years in senior executive role in mission critical environments.
  • Attainment of relevant certifications and professional networking via involvement in industry groups such as Airports Council International (ACI), American Association of Airport Executives (AAAE), International Air Transport Association (IATA).
  • Experience supporting information systems in an airport, airline or similar environment · Leadership skills including critical thinking, judgement, and collaboration 
  • Aviation-based technical security, including badge access systems 
  • Project management and leadership of technical teams 
  • Experience supporting various airport systems such as AODB, RMS, CUSS, CUPPS, FIDS, BHS, FIDS, Wait Time Queue Management, Access Control, CCTV, Emergency Notification, Public Address, Business Web and Mobile applications, Interactive Directories, Enterprise Resource Planning (ERP), GIS, Web-based technologies, Business application support, Application development lifecycle, Parking systems, Ground Transportation Management, and more. 
  • Demonstrated experience managing large IT teams, enterprise systems, and multi-million-dollar operational and capital technology programs.

Knowledge, Skills, and Abilities:

  • Strong leadership, negotiation, and communication skills.
  • Deep understanding of digital innovation trends in aviation and smart infrastructure.
  • Ability to think strategically while managing tactical execution.
  • Good understanding of cybersecurity landscape as applicable to airport ecosystems of IT and OT systems.
  • Understanding of NIST framework.
  • Understanding of various IATA, ACI, ACRP design standards, resolutions and recommended practices for airport systems.
  • Strong understanding of airport systems, such as AODB, BHS, FIDS, RMS, common use, biometrics, passenger Wi-Fi, and integrated command centers.
  • Familiarity with ITIL, COBIT, or equivalent frameworks/standards.
