Overview

Introduction
Directs the activities and operations of the Lincoln Airport. Responsible for implementing the current and long-range objectives of the Lincoln Airport Authority and in carrying out the plans and policies established by the Authority.

Responsibilities

Essential Functions

  • Develops and submits to the Authority Board proposed plans, policies, and programs for improvement in the operation, maintenance, security, and physical plant of the airport.
  • Ensures that established policies are uniformly understood and properly administered by subordinates.
  • Responsible for the overall financial stability of the Airport.
  • Oversees business development and planning and construction activities of the Airport.
  • Ensure safety planning and practices and compliance with applicable federal and state funding agencies and rules and regulations pertaining to the operation of the airport.
  • Oversees various contract administration duties to include advising the Authority regarding contract practices; securing legal review and ensuring timeliness of action.
  • Responsible for managing legal issues and concerns of the Airport, conferring with Airport Legal Counsel as needed; assists with legal investigations and lobbying activities.
  • Stays abreast of new and/or revised regulations, policies and procedures affecting the operations or facilities of the Airport.
  • Initiates and manages improvement grants and projects pertaining to the Airport; to include appearing and representing the Airport Authority Board before State and Federal legislators; attending public hearings; lobbying specific legislators as required; recommending legislative changes; etc.
  • Provides general supervision to all departments of the airport working through the personnel who report directly. 
  • Develop and establish adequate and equitable personnel policies, wage and salary policies, and employee benefit plans, subject to Authority approval.  Reviews wage and salary levels of airport personnel at appropriate intervals and recommends changes to the Authority Board.
  • Act as a liaison between members of federal agencies, air carriers, fixed-base operators, airport users, and the public relative to various phases of airport operations, and assists in the formulation of plans for development of the airport.
  • Serves as public relations liaison between the Authority and the general public, news media, tenants, consultants, contractors, federal and state agencies, and others.
  • Responsible for maintaining community-based organization relationships and activities for the Airport, assisting with public relations and economic development initiatives, working with new alliance organizations, serving on boards and committees.
  • Makes oral and written presentations to various organizations including the media, community groups, civic clubs, etc. concerning Airport issues and concerns.
  • Promotes the development of air service by developing an active airline information program and by continuing discussions with air carriers.
  • Coordinates and maintains tenant relations to include maintaining communications; providing management advice as requested; developing new ideas and formats for business opportunities; receiving and handling tenant and customer complaints and problems.
  • Represent the airport locally, regionally and nationally through involvement and active participation in trade associations, committees and other similar organizations.
  • Reliable, punctual attendance is a crucial function of the position.
  • Other duties, tasks, and responsibilities may be assigned at any time.

Supervisory Responsibilities

Management and oversight of following positions:

  • Director of Operations and Facilities
  • Director of Finance and Administration
  • Director of Planning and Development
  • Director of Air Service Development and Strategic Marketing

Through the Directors:

  • Manage subordinate supervisors who supervise other employees of the Lincoln Airport Authority.
  • Responsible for the overall direction, coordination, and evaluation of these units. 
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education & Experience

  • Bachelor's degree or higher from a four-year college or university in Airport Management, Business Administration, Public Administration, or related fields. 
  • Eight years’ progressive or management experience at a commercial service airport with five years of senior leadership experience.

Certificates, Licenses, Registrations

  • Must possess, at the time of hire, and maintain throughout employment, a valid state driver’s license and consent to a driving records check. Upon employment, the employee must obtain and maintain a valid State of Nebraska driver’s license.
  • Must qualify for and be insurable, at normal rates, under Airport Authority vehicle liability policy.
  • Must agree to, and successfully complete, at least a ten (10) year employment verification and criminal history check (as required by the Transportation Security Administration).
  • Must agree to, and successfully complete, a drug screen in accordance with the Authority's Drug-Free Workplace Program.
