Overview

Under the general direction of the Chief Executive Officer, directs all aspects of airport operations at Charlotte Douglas International Airport.  Provides key leadership vision and support to ensure compliance of airport operations including landside, terminal, passenger facilitation systems/gate management, airside, security, safety management systems (SMS), emergency management, the airport operations center and the first responder contractual relationships (law enforcement – Charlotte Mecklenburg Police Department, fire - Charlotte Fire Department and first aid response – MEDIC). 

May be assigned as a delegate for the Aviation Director in their absence. 

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Oversees all operational aspects of the Airport’s mission, including landside, terminal, passenger facilitation systems/gate management, airside, security, safety management systems (SMS), emergency management, the airport operations center and the first responder contractual relationships (law enforcement – Charlotte Mecklenburg Police Department, fire - Charlotte Fire Department and first aid response – MEDIC).
  2. Establishes a vision to help guide the development and implementation of department goals, objectives, policies and priorities for each assigned service area.
  3. Confers with the Chief Executive Officer and other airport deputies in implementing strategies to increase operational capacity and programming. 
  4. Develops and recommends to the Chief Executive Officer various plans, policies, and programs designed to improve efficiency and effectiveness.
  5. Serves as a member of the Airport’s Executive Leadership Team, prepares and presents reports to the Chief Executive Officer related to areas of responsibility.
  6. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems and internal reporting relationships; identifies opportunities for improvement and directs implementation of changes.
  7. Ensures effective relationships are established and maintained with Airport tenants/concessionaires, City departments, City Council, regulatory agencies and other outside agencies to carry out assignments and projects; explains department programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues.
  8. Ensures effective relationships with fire, medic, and police stakeholders in order to develop policies, systems, and processes for effectively managing emergency operations. 
  9. Responds to and resolves sensitive inquiries and complaints from both external and internal sources.
  10. Provides strong and engaged leadership and direction to staff under his/her direction to ensure effective operations and personnel performance, including administration of disciplinary and termination procedures.
  11. Serves as one of the external ambassadors for Charlotte Douglas International Airport in the community.
  12. Reviews and approves actions concerning Airport operations which meet Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) guidelines and City policy; consults with Federal and State officials on policies and procedures.
  13. Serves as the primary point of contact for the Customs and Border Protection (CBP) leadership  team relative to all CBP operational matters.
  14. Reviews applicable airport fees/charges; policies/procedures and regulations; recommends and implements procedural changes.
  15. Participates as required in the Airport’s emergency response plan.
  16. Represents CLT to the relevant parts of airport industry groups, such as Airports Council International – North America/World and the American Association of Airport Executives.
  17. Responsible for the development of subordinate staff as part of the organization’s succession planning strategy.

Qualifications

MINIMUM QUALIFICATIONS

 

Required Education and Experience

  • Master’s degree plus five years of experience, or bachelor’s degree plus seven years of experience is required. 
  • Major coursework should have included an aviation-related field, business or public administration, engineering, or related field.
  • Prefer experience related to airport management, public administration, engineering, planning, construction or community programs; requires considerable supervisory experience.
  • Preferred Experience- The ideal candidate will meet the minimum education requirements and have at least 10 years of extensive, progressively responsible experience in airport operations with at least 5 years at a director/executive level. 
  • This includes progressive responsibilities managing and directing the delivery of a broad program portfolio, recommending and advocating policy changes, evaluation and implementing alternative program delivery systems and methods. 
  • Demonstrated senior level experience in leading and mentoring a large professional and skilled staff.

  • Experience leading airport-related operation programs, at least $65M and ideally, over $100M.
